![]() ![]() ![]() Their training allows them to become ghosts when in the field, appearing suddenly and disappearing without a trace. ![]() They are also masters of interrogation, able to extract information from an enemy combatant or target with ease. They are experts in remaining hidden, as well as having the most advanced hand-to-hand combat training in the world. Their training goes far beyond that of any other agency or military group's, even that of their former agency or combat group. They are as precise as possible in everything they do, their training is extraordinary, and they are able to cope with extreme stress without making mistakes. When compared to personnel from other intelligence agencies or other Special Forces operators, Splinter Cells are an unusual group of people. Although Third Echelon doctrine stated that while killing may compromise secrecy, " the choice between leaving a witness or a corpse is no choice at all". The Splinter Cells were capable of completing various types of operations, ranging from obtaining intelligence to destroying data or equipment. While the Splinter Cells were typically lone-operatives, they were supported by a team of Third Echelon personnel, giving aid ranging from tech support, to aiding the Splinter Cells in the field. When situations were too risky to send in the CIA or Special Forces, Splinter Cells were sent to physically obtain the intelligence. Splinter Cells were recruited from the best other intelligence agencies, the military, or even civilian life had to offer. The Splinter Cell Program was created to train and manage the field operatives of Third Echelon. Third Echelon was meant to be used whenever intelligence could not be passively obtained, operating in the field to obtain the intel. Third Echelon was to be run from within the NSA, used as the agency's operational arm. ![]() noted that they were sometimes unable to obtain intelligence through their passive interception networks, they created the Third Echelon initiative. Over the eight years the program was active, there were a number of Splinter Cells, with the most notable being the original Splinter Cell: Sam Fisher. They had the best technology the 21st century had to offer, giving them an edge when operating in the field. The best of the best recruited form other intelligence agencies, the military, and civilian world received specialized training, producing highly-trained operatives capable of infiltrating hostile areas of operation, retrieving intelligence, and leaving without leaving a trace. The program was comprised of solo field operatives, known colloquially as Splinter Cells. The Splinter Cell Program was the operational arm of Third Echelon, a top-secret initiative that was run within the National Security Agency (NSA).
